Explain in detail what you are suggesting:
Have a way to apply for new towns, rather than only applications to move or rename them, I'd like to apply for a new town since I have none after immigrating but there's nowhere to do it right now.
What are the benefits of your suggestion for the server?
gives people the necessary ability to have towns
Will this require a new plugin or a change to an existing one? If so, which one.
