/fly on lobby

Explain in detail what you are suggesting:
I think we should add /fly on only the lobby server to one of the tier packages (or maybe all of them?)

What are the benefits of your suggestion for the server?
Makes it easier to explore the lobby map, more traffic on lobby would be good for player market stalls once those get going.

Will this require a new plugin or a change to an existing one? If so, which one.
I'm like 90% sure we have the technology

Spawn was designed to be looked at from the ground, not flying. That being said, we will look into making a way for people to move faster in spawn without fly.
