let us place minecarts/boats in towns so we can create rail systems/highways.

Huge +1 this makes the construction of transportation rails much easier as you can have them go into protected regions

We will be allowing for flags in the future, once those have been released you may file suggestions in regards to specific flags you feel we are missing and should include.
