Allow Simple Casinos in the Market

Explain in detail what you are suggesting:
I am suggesting that simple dispenser/button casinos should be allowed in the market. The casino would have to display the odds for winning and be verified by an Admin+. Also dispensers would need to have /cdisplay for players to check the odds before playing.

What are the benefits of your suggestion for the server?
This would add another option to gamble besides the lottery. It would also allow gambling between people from different nations.

Will this require a new plugin or a change to an existing one? If so, which one.
Might have to allow the interact flag in the stall region.

+1 I don't see why you are not allowed the freedom to make a casino in your market stall, especially if it has been verified by staff and all information such as the odds are given before playing.

As I explained in VC, if its at spawn then we have to get it checked for being 'legal to use' on a daily basis which is just too much to ask of my admins on a daily basis. They have enough to do.
