Nation Constitution​

THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF GAIA

ARTICLE 1 | Laws


- All legislative powers herein granted shall be vested in the Leader("CHANCELLOR") of Gaia.

- No CHANCELLOR, except the founding CHANCELLOR, may modify the constitution or nation name without approval from 51% of the Community, to be gauged by 24-hour long poll.

- The CHANCELLOR may remove all government officials at their whim, except if such is forbidden by server law.

Article 2 | Election

- In times dictated by the people, an election may be called to replace the Leader. The candidates will have 3 IRL days to submit their names. There will be a 48 Hour window after all name submissions to allow for an informed decision.
-- A. For an election to be deemed legitimate, at least 40% of Active (Seen in 7 days) colonists must vote on the poll.
-- B. For the CHANCELLOR to be replaced, at least 60% of the voters must vote to remove the Leader.

Article 3 | Taxation

- The CHANCELLOR has the power to order the Treasurer to collect additional taxes, beyond those levied by Imperia, for the purpose of repayment of debts, financing of public projects, defense in national emergency, or any other reason.

Article 4 | Continuance of Government

- In the absence of all government officials for a period extending one real life week, a snap election is triggered by the people to replace the Vice Leader, Judicial Officer, Treasurer, and Immigration Officer. Three Real-life days are then allowed for people to declare their candidacy for a position through thread in the Nation4 forum section. After those three days are passed, a poll (in which only colonists can vote) is created in the nation section for each of the four positions to be filled. That poll will have each candidate who has declared themselves interested in the position present, and voters may only vote once per poll.

- One may not remove the CHANCELLOR through this method.

Article 5 | Leadership Resignation

- In the case of the CHANCELLORs Resignation, the Vice-CHANCELLOR shall be appointed the CHANCELLOR. The other three positions will remain filled, and the new CHANCELLOR may not fire them, remove their powers, or banish them from the town within 15 real-life days.

- The Newly Appointed CHANCELLOR must fill the "2nd in Command" role within 3 IRL days.

Article 6 | Emergency Declaration

- The "Council" (All 5 Government Officials) may come together and invoke a National Emergency by vote, of which 4/5 of the members must agree, which temporarily suspends the constitution for 7 days and grants all power to the CHANCELLOR.
-If any council member is not present to vote the vote will be based off majority of those able to vote. The vote must supersede more than 50% of the voting council members that are able to vote in order for the Emergency Declaration to be passed.

ARTICLE 7 | THE BILL OF RIGHTS OF MAN AND WORKER

The Eight Economic Rights
* The Right to a useful and remunerative job in the industries, shops, farms or mines of the nation;
* The Right to earn enough to provide adequate food, clothing, and recreation;
* The Right of every farmer to raise and sell his products at a return which will give him and his family a decent living;
* The Right of every businessman, large and small, to trade in an atmosphere of freedom from unfair competition or domination by monopolies at home, or abroad.
* The Right of every family to a proper shelter;
* The Right of adequate medical care and the opportunity to achieve and enjoy good health;
* The Right to adequate protection from the fears of foreign foes;
* The Right of the worker to self-management, unionization, enjoying the fruits of labor, solidarity, and reciprocity of rights and obligations of all social actors.

ARTICLE 8 | The Bill of Human Rights
* No law shall be made respecting an establishment of religion or prohibiting the free exercise thereof, unless that religion is devoted to another nation.
* The Right of Freedom of Speech, of the Press, of the right to peaceably assemble, and to petition the government for redress of grievances.
* The Right to bear arms.
* The Right to legal council when brought before the Guillotine, whose Trial shall be decided by a jury of the accused peers.

ARTICLE 9 | The Amendments
* Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the Socialist Republic of Gaia, or any place subject to their jurisdiction.
* The Right to Due Process.
* The Right to Vote.

General Rules:

1. No Griefing
2. No Scamming
3. No Stealing
4. No Murder
5. Respect the Guillotine
6. Replant all farms
7. No foreign alts
8. Pay your taxes

Code of Conduct Rules:

1. No Slurs, Homophobia, Racism, Bullying, Harassment of others, etc.
2. No Killing Animals
3. No Poaching of Players
4. No Spying
5. No entrance from other nations without permission of government
6. No Sabotage
7. Don't build where others have built without their permission.

Ranking Up Rules

1. ALL town applications must be approved by a member of the ministry.

FAILURE TO FOLLOW THE ABOVE RULES IS GROUNDS FOR DEPORTATION. NO WARNINGS WILL BE GIVEN.
