He's a Citizen not an official Colonist of your Nation which at this time makes it not possible to deport him as he isn't officially a member of your Nation. Further, have you taken any steps to rectify his breaking of your Laws? ie: Jailing him?

multiple attempts have been made to contact him. Jails are in construction and will be used upon completion. I didn't know you can't deport until he is colonist. He will be deported then

I would additionally like to add that we will not take action on murders in PvP Zones. That is your law to enforce as your made the entire Nation PvP.
