I am pretty sure that we have conduits disabled. @WeirdBuilder can/will confirm.

Wouldn't this be a great thing to enable, to let people claim oceans and build underwater bases?

It enables haste which would make farming pretty op.

Theoretically yes, however it allows for far too many advantages that would effect the economy negatively. If you wish for them to get activated go ahead and file a suggestion.

Would it be possible to only enable it in the main world and not the mining world/end/Nether? Than that's a suggestion I could add. Because I don't see how it's affecting the economy if it's only enabled in the main world, all mining is done in mining world, and it also has a limited range.

It would be possible yes, however enabling haste can increase earnings in farming is one issue.
