Dispensers and TNT

Please describe in detail the bug or issue.
TnT does not leave dispenser when light with Redstone. They just sit inside.

From what I can tell, this was done intentionally to stop players from using TNT when they did not have the right rank. Dispenser TNT does work in the Nether and End. So it is not a bug.
