Explain in detail what you are suggesting:
I am suggesting to either expand trade chat to all nations or add a separate channel that allows users to advertise across various nations. This would allow for the advertisement of both export services and selling features such as tiers and pets to people that are colonists of other nations.

What are the benefits of your suggestion for the server?
It expands the potential for making money through selling features and exporting goods.

Will this require a new plugin or a change to an existing one? If so, which one.
I am unsure.
