Put "town credit" as an option on rank apps

Explain in detail what you are suggesting:
When applying for ranks that include a town, give an option to gain a town credit instead of creating a town.

What are the benefits of your suggestion for the server?
People can rank up and gain benefits without having to map out and place a town (which i know is currently holding up several users from applying for apps)

Will this require a new plugin or a change to an existing one? If so, which one.
Nah just slap that bad boi on their citizen record for them to claim later if they ever decide to

I believe that we are implementing this in the near future (Administration is currently quite busy and hopefully will be able to take care of some of these suggestions after the holiday)

Not 100% if this will be approved but pretty sure.
