Buy custom tools , armor make a admin shop or server shop on all server it can be small at start ?

Explain in detail what you are suggesting:
Buy tools using a sign or chest
with custom enchantments that only server owner or admin can do?
example looting 10-20 fortune 10 - 20
make them expensive so not a lot of people can get them?
or make them a little lower with looting and fortune . like 5 or 8
also armor too with enchantments.

What are the benefits of your suggestion for the server?
The whole server with farming
also with killing mobs
mining getting more diamonds and emeralds

Will this require a new plugin or a change to an existing one? If so, which one.
No, maybe? with signs maybe alone but with chest no also i think chest shop theres a command you can make infinite sales from server ? ...

Very huge -1 for both having vanilla + tools and for being able to buy tools in server shops

I agree -1 from me. Tools can be sold by players in shops as a mean to make money and get an economy going. More diamonds just for the sake of more diamond only creates inflation ...

Our economy is balanced and not inflated in part because we don't have stupidly OP tools. If, and thats a big if, we ever add custom enchants, we will not be going into the land of 'OP'. Balance is important for the economy.
