Explain in detail what you are suggesting:
Since server wide lotto isn't a possibility, I suggest we enable lotto on the hub server so users from different nations can go to the hub and use the bank to compete for money and bring it back to their nation.

What are the benefits of your suggestion for the server?
More reason to go back to the hub, more competition, more money being taken out of the economy

Will this require a new plugin or a change to an existing one? If so, which one.
