Totalitarian Democracy
The Leader is chosen by a majority vote (of the citizens). However all decisions are the responsibility of the leader.
If yourself and your 2nd-In-Command go inactive, how will a new leader be chosen?
A mandatory vote will take effect among the citizens for a new leader. Anyone may present themselves as candidates but non-voluntary candidates may be voted into power.
