Sheep in Towns

Please describe in detail the bug or issue.
Sheep in towns are abled to be sheared by players without access to the town.
Step 1: Shear sheep in land not in a town without having permissions in it

Evidence:
I watched a player shear some sheep after informing me of this and I did /rg i and he wasn't a member or owner.

Not a bug just a normal every day part of minecraft. Best plan would be to put them in a place they can't enter.
