Please describe in detail the bug or issue.
When I chat in local, no matter how far I am, people can hear me. I tested this in the mining world where I'm alone and another player is at main world spawn but they can still hear me.

"There is no one in range you can chat to." works now and I tested it with nation members. It works. Awesome!
