What are you suggesting?
Increase the spawn rate but less drops and exp.
Explain in detail what you are suggesting:
Increasing mobs spawn rate in other mining but with less drops and experience to properly balance it. While in nether and end is just drops even without xp.
What are the benefits of your suggestion for the server?
Well one of the things I enjoy in the server is killing mobs and the xp their give. This really helps me to fix my tools and enchant since, mending doesn't work. You can die at anytime trough falling and burning cause this server focused on mining and building. So the scarcity of mobs has a great impact among the server. Also as a starter I find it really hard to advance among others.
