Fly be auto enabled for those with the feature when returning to nation world.

Explain in detail what you are suggesting:
If your on ground when you return from mining/end/nether or reconnect to server in nation world fly is not always auto enabled. so if ur in a place that u flew up to get to, you have to type /fly before u move or u fall to ur death... and with XP disabled in nation world... you lose all that too :/

What are the benefits of your suggestion for the server?
accidental deaths limited.

Will this require a new plugin or a change to an existing one? If so, which one.
maybe a line or two to add the auto enable thing? but should be a setting somewhere.

Well seeing as I realize i took it more as a bug and it really is a suggestion. I guess it /should/ be approved and live on the server? lmao.
