What are the benefits of your suggestion for the server?
Its sort of backwards that XP is in the mining world, which is way less dangerous than the nether. The nether is extremely dangerous; angry mobs, lots of lava, PVP enabled, etc. One of the offsets to that is supposed to be the reward; good loot and experience from the mobs. You should enable XP in the nether so that there is some form of reward.

Will this require a new plugin or a change to an existing one? If so, which one.

+1. Exp seems to be hard to get, quartz is a great source of exp.

Exp farms in the nether and/or the end would make it extremely unbalanced. Just keep exp limited to the mining world where it's relatively difficult to get if you're not fishing.

You can make an xp farm in the mining world? There is very very little risk when roaming around the mining world, whereas the nether you have to watch every step for lava.

Explain in detail what you are suggesting:
Turn nether XP on. You can lose everything in ur inventory, minus netherite tools and armor in 2 seconds, just mining. There are random 100 block drops of death everywhere. Flying White blobs that shoot tnt in balls at you. If u hit one pigman his entire gang comes and wants to "hug" you. Even the meat mobs are one punch man and throw you in the air, the only thing that will not kill you in the nether are those weird deformed face things that u need a saddle to ride.

Netherquartz giving xp is why its disabled. There is high risk, ok reward. You can't even sell the netherquartz!

If you are underground or place torches there is VERY little threat of dying in the overworld.

What are the benefits of your suggestion for the server?
Make going to the nether actually worth, diversifying xp.

Also please do not tag the Development team, we have a long list of things to do and get to changes as we can, aswell as once they are feasible to implement. If we have input on something we will post in said suggestion.

EXP will be reenabled in the Nether in the near future.
