Allow Beacons for Decoration

Explain in detail what you are suggesting:
Beacons would be allowed to be placed purely for decoration and not give off any effects. Could also make it where only above a certain rank can place them.

What are the benefits of your suggestion for the server?
Adds more detail to builds.

Will this require a new plugin or a change to an existing one? If so, which one.
Not sure.

+1 Don't really see any negatives to this suggestion, it would be cool to be able to use them for decoration

I am looking for a way to do this. (Surprisingly few plugins have jumped out for completely disabling their effects).
