Please describe in detail the bug or issue.
blacksmith charged me 608 for xp instead of 400 and it says my item has a base maximum repair count of 20

Your experience prior to the repair was 1008, after 400 was removed, it was 608.

As your photograph shows, your experience was SET to 608, therefore 400 taken.
