Witch spawned in main (N2)

Please describe in detail the bug or issue.
A witch spawned in main (n2), when I don't believe they're supposed to.

Evidence:
I didn't grab a screenie, was too busy being poisoned, sorry boys

Elder guardians spawned on N1 as well

This is due to chunks being loaded prior to us disabling mobs, not a big deal they will go poof eventually.
